[IGSMAIL-8368] igs20.atx: Update including reactivated BLOCK IIR-A SVN44/PRN22

The absolute IGS antenna correction file (igs20_wwww.atx) has been updated.

The new release is called 'igs20_2274.atx'. It contains the following

changes:


1) According to NANU 2023042 , BLOCK IIR-A satellite SVN44 (2000-040A) will approximately on 10. August 2023 resume transmitting utilizing PRN 22.
    Therefore, the following satellite has been added to the igs20.atx starting from 10. August 2023:

G22 (044): 10. August 2023 00:00:00

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2023042 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS ***
On approximately 14 AUG 2023, SVN44 will resume transmitting L-band utilizing PRN22.

On 10 AUG 2023, GPS will transition SVN44 (PRN22) into the broadcast almanac for all satellites. The almanac transition, accomplished one satellite at a time, will require approximately 24 hours to complete. Before, during, and after transition SVN44 (PRN22) will remain unusable until further notice.  Future NANUs will notify users of any changes to the above stated status.
