[IGSMAIL-8324] short course on GNSS-IR and environmental applications

My colleagues and I are offering a virtual short course on GNSS-IR
on May 2-5.  We are not restricting enrollment but do
ask you to register.

Basically we have split the class into four  two-hour sessions that will be
offered on consecutive days. Depending on your background/interests,
you might only want to attend one of the sessions; it's entirely up to you.
These zoom sessions will be supplemented by youtube videos
about GNSS-IR and the various parts of the gnssrefl software.
The sessions are on these topics:

May 2. Basic principles of GNSS-IR, How to run the gnssrefl software

May 3. Hydrologic applications: snow accumulation and soil moisture

May 4. Water applications: lakes, rivers, tides

May 5: Site installations: optimizing deployment of geodetic and low-cost
sensors
We will be opening a slack channel to allow people to ask questions
about installing the code before the class starts.
