[IGSMAIL-8313] Changing IGS Final Troposphere zpd filenames to Long Product Filenames on Feb 17

*ONLY THE FILENAME IS CHANGING AT THIS TIME. Updating the contents of the file to Tropo Sinex v2 will happen in the near future and there will be a separate email notification*

Hi IGS community-

After Feb 16, per “[IGSMAIL-8309] Updated Guidelines on Long Product Filenames in the IGS (please read carefully)”, the IGS Final Troposphere files will be changing names to be consistent with the recent IGS long product filenaming changes. We will be using the filenaming standard in the SINEX_TRO_v2 specification (https://files.igs.org/pub/data/format/sinex_tro_v2.00.pdf). The files submitted starting on Feb 17 will have the new long name format described below.

The format will be:
IGS0OPSFIN_ YYYYDOYHHMM_01D_05M_ SITENAME_TRO.TRO
(*date and 9 char sitename fields depend on file contents as before)

For example:
Previous name:
usn70470.23zpd

New name:
IGS0OPSFIN_20230470000_01D_05M_USN700USA_TRO.TRO

Details on the filename format can be found in Section 4.1 of the the SINEX_TRO_v2 specification (https://files.igs.org/pub/data/format/sinex_tro_v2.00.pdf).
