[IGSMAIL-8311] Updated long product filenames [SEC=OFFICIAL]

Dear Colleagues,

Following the [IGSMAIL-8309]<https://lists.igs.org/pipermail/igsmail/2023/008305.html>, there is now an updated version available for the Guideline for the transition of the IGS products to the long filenames<https://files.igs.org/pub/resource/guidelines/Guideline%20for%20the%20transition%20of%20the%20IGS%20products%20to%20IGS20%20and%20long%20filenames%20-%20v2.0.pdf> describing the changes to the filenames for IGS terrestrial frame, orbit and clock products, including the latest changes to align with the new version of the Guidelines For Long Product Filenames in the IGS<https://files.igs.org/pub/resource/guidelines/Guidelines_For_Long_Product_Filenames_in_the_IGS_v2.0.pdf>.

The changes according to the new version will occur starting from February 16, 2023.

In particular, please note the following:


-        The Version/Solution Identifier is now limited to "0" for the IGS operational products. In case of resubmission of the products, the resubmitted products replace the previously submitted products keeping the same file name (with version number as 0)

-        Accumulated ERP products will be provided in long filenames only.

Details of the above and additional changes are described in the updated version of the guideline for the transitions.
