[IGSMAIL-8290] ITRF2020/IGS2020 SINEX file now available

Dear Colleagues,

A new SINEX file has been introduced to our download area featuring 
ITRF2020 reference frame alignment. This new file supports the addition 
of Galileo phase center and utilizes SINEX version 2.02 guideline. All 
current stations are listed in igs2020.snx file while the current+former 
stations are listed in igs2020_with_former.snx.

A comment for each section has been added to help identify what column 
represents what data. Do also notice a small enhancement has been added 
to the 'SITE/ANTENNA' section with the inclusion of the station's 
antenna orientation.

Both IGS14 and IGS20 SINEX files will continue to be produced and 
available for download until 1 February 2023. Afterwards the IGS14 SINEX 
files will retire and IGS20 SINEX will formally replace the existing:
