[IGSMAIL-8289] igs20_2239.atx: Update including new GLONASS-M satellite R861

Dear colleagues


The absolute IGS antenna correction file (igs20_wwww.atx) has been updated.

The new release is called 'igs20_2239.atx'. It contains the following

changes:



1)      According to https://www.glonass-iac.ru/en/sostavOG/ the GLONASS-M satellite R861, launched on 28. November 2022,  will be replacing the GLONASS-M satellite 736 in slot 16. Therefore following satellite has been added to the igs20.atx:



R16 (R861): 28. November 2022



As preliminary PCOs the values from GLONASS-M satellite 860 has been used.



2)      According to NAGU 293-221204 the GLONASS-M satellite 736 was decommissioned.

The satellite has stopped transmitting since the end of last year. According to CODE the satellite has been tracked until the 17. December 2021 by the IGS network. Therefore following decommission date has been added:



R16 (R736): 17. December 2021


3)      One additional antenna type calibration has been added that where performed by Geoscience Australia:



-     One robot calibration provided my EMLID:
    EML_REACH_RX    NONE


4)      Changes taken over from igs14


-     Two chamber calibrated antenna added:
    CNTAT600        CNTS
    CNTT300PLUS     NONE


-     Radome changed from CNTS to NONE for
    CNTAT340, CNTT30, and CNTT300
