[IGSMAIL-8246] igs14_2223.atx: Update including updated GALILEO E223 and E224 pattern

Dear colleagues

The absolute IGS antenna correction file (igs14_wwww.atx) has been updated.
The new release is called 'igs14_2223.atx'. It contains the following 
change:


1) According to NAGU 2021024 two new Galileo FOC satellites (E223and 
E224) have been launched on 5. December 2021.
The PCO and PV have been disclosed by GSA and the preliminary values 
have been replaced by the new patterns.


2) Two additional antenna type calibrations have been added that where 
performed by Geo++ GmbH:

     - GING20M         NONE
     - GING30          NONE

3) One additional robot calibration has been added:

   -  EML_REACH_RS2+  NONE (copied from EML_REACH_RS2  NONE)
