[IGSMAIL-8069] igs14_2163.atx. Update including new GPS BLOCK IIIA satellite G078

The absolute IGS antenna correction file (igs14_wwww.atx) has been updated.
The new release is called 'igs14_2163.atx'. It contains the following
changes:
1) According to NANU 2021034 , BLOCK IIIA satellite SVN78 (2021-054A)
launched on 17 June 2021 will be transmitting using PRN11. Therefore,
the following satellite has been added to the igs14.atx:
G11 (G078): 17. June 2021
The PCO and PV values are copied from GPS BLOCK IIIA satellite G074.

2) According to CODE the satellite G046 (G11) has stopped
transmitting in April 2021.
The following decommission date has been added:
G11 (G046): 9. April 2021
3) One additional antenna type calibrations have been added that was
verified by Geo++ GmbH:
- One additional antenna was added:
SOKGRX3 NONE
According to Topcon, SOKGRX3 and TPSHIPER_VR have the same pattern
(verified by Geo++).
Therefore, calibration values were copied from "TPSHIPER_VR NONE" with
two additional comment line:
COPIED FROM TPSHIPER_VR NONE COMMENT
COPIED AFTER VERIFICATION BY CALIBRATION (Geo++, Apr 2021) COMMENT
