[IGSMAIL-8007] RINEX 3.05 announcement and new public feedback form

          RINEX 3.05 IS NOW AVAILABLE

We are pleased to announce that the IGS/RTCM RINEX WG has just released 
the new RINEX 3.05 format;

The main format difference from the previous version of RINEX is in the 
GLONASS Navigation messages. These will now contain one more line with 
satellite health flags, as described in Table A10 (page 73). 
Additionally BDS signals have been added to Table 19 (pg 33), in-line 
with the recent BDS Signal-In-Space ICD.
