[IGSMAIL-7997] igs14_2134.atx: Update considering changes in the GLONASS constellation

The absolute IGS antenna correction file (igs14_wwww.atx) has been updated.

The new release is called 'igs14_2134.atx'. It contains the following 
changes:


1) GLONASS satellite R805 replaced satellite R853 in almanac slot R11 
(https://www.glonass-iac.ru/en/GLONASS/).

    According to DLR the switch of GLONASS satellite R805 from R25 to 
R11 occurred on the 1. December 2020 at 13:31.

    - Following entry has been added:

     R11 (R805): 2020 12 01 13 31 30


   - Following decommission date has been added:

     R25 (R805): 2020 12 01 13 30 30


2) According to CODE GLONASS satellite R853 (R11) has stopped 
transmitting on 19 November 2020. Following decommission date has been 
added:

   R11 (R853): 2020 11 19 23 59 59


3) One additional antenna type calibrations have been added that was 
performed by Geo++ GmbH:

   - One robot calibration provided by Leica Geosystems AG:

   LEICGA100       NONE
