[IGSMAIL-7902] BRUX00BEL: Receiver change

Dear colleagues,

Today, 25/02/2020, we replaced the POLARX4TR receiver in BRUX00BEL with a POLARX5TR receiver.
The updated site log has been sent to the EPN and IGS CBs.
