[IGSMAIL-7850] NEW gfzrnx-1.13-7761 released

Dear gfzrnx users,

we would like to announce the next release version of the "gfzrnx" RINEX-2/3
toolbox (gfzrnx-1.13-7761).

The fast switch from 1.12 to 1.13 is caused by a serious bug in the handling of
data files with "empty" observation types (given in the RINEX-header but without 
data) in all file splice modes.

Many thanks to Simon Lutz from swisstopo bringing up this issue.

We apologise for any trouble caused by this bug.
