[IGSMAIL-7845] NEW gfzrnx-1.12-7747 released

Dear gfzrnx users,

we would like to announce the next release version of the "gfzrnx" RINEX-2/3
toolbox (gfzrnx-1.12-7747).

A bunch of smaller bugs has been fixed and the main focus was put to file splice
operations, either to fasten observation data splice operations under special 
conditions (-try_append) or to reduce the RAM utilisation (-splice_direct).
The navigation file splice operation is now using a majority filter per PRN and 
epoch.

Due to a bug in the RINEX 3.04 observation types handling the update is
mandatory for BDS and QZSS users.
