[IGSMAIL-7837] completion of JPL IGS14 reprocessing

Dear Colleagues,

As previously announced (IGSMAIL-7637, IGSMAIL-7755), the JPL IGS analysis center has been working on reprocessing all of our orbit and clock products in the IGS14 reference frame using the GipsyX software package.  This reprocessing effort is now complete, with products now available from 1992-08-16 (GPS week 658) to present.  IGS formatted orbit, clock, trop, erp, and sinex files are available, sorted by GPS week, at:

Note that this reprocessing is ::not:: part of IGS repro3.  We use the same models as for IGS repro2 except for use of the IGS14 reference frame and associated antenna calibrations.
