[IGSMAIL-7836] igs14_2074.atx: Update including reactivated GLONASS-M satellite R723/R10

Dear IGS colleagues!

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_2073.atx'. It contains the
following changes:

1) According to https://www.glonass-iac.ru/en/content/news/?ELEMENT_ID=2360 GLONASS satellite was reactivated.
According to CODE the satellite was starting to transmit from the 30. September 2019. Therefore, the following satellite
has been added to igs14.atx:

R10 (R723): 30. September 2019

2) According to https://www.glonass-iac.ru/en/content/news/?ELEMENT_ID=2342, R717 stopped signal transmission on 1 August
2019. Therefore, a decommission date for the following satellite has been added:

R10 (R717):  1 August 2019 (23:59:59.9999999)

The updated antenna correction model is available at
ftp://ftp.igs.org/pub/station/general/igs14_2074.atx
or
ftp://ftp.igs.org/pub/station/general/igs14.atx
