[IGSMAIL-7831] CEBR - Receiver and Antenna upgrade + change of Marker Up value

Dear Colleagues, 

Please be informed that yesterday our station CEBR was upgraded to a 
PolaRX5TR receiver and a Septentrio B3E6 antenna.

IMPORTANT: please note that the antenna "up" offset also changed from 
0.1780 to 0.1527
