[IGSMAIL-7583] ROAP: decommissioned from the IGS

Dear Colleagues,

The following station has been formally decommissioned from the IGS network.

ROAP - San Fernando, Spain  (station confirmed to be decommissioned by operator)

ROAP has been replaced by the new station ROAG.  Many thanks to the Real Instituto y Observatorio de la Armada for their contribution to the IGS.
