[IGSMAIL-7582] NEW gfzrnx-1.09 released

Dear all,

we would like to anounce the next release version of the "gfzrnx" RINEX-2/3
toolbox (gfzrnx-1.09-7313).

There are no new features included. This release fixes some smaller bugs and
enhances the rinex-header merge via splice operations introducing "internal"
headers in case of significant changes in the rinex-headers from file to file
which would be lost otherewise.
