[IGSMAIL-7455] IGS RINEX 3 BRDC merged file

Dear all,

It is my pleasure to announce that together with CDDIS we have 
implemented software to produce merged RINEX 3 Mixed Navigation files 
(BRDC00IGS files), in-line with the well known RINEX 2 "brdc" files and 
which captures all the original navigation messages over a 24 hour period.

You can find the new BRDC00IGS files in each daily /17p/ directory where 
the station Mixed Navigation (_MN.rnx) files are stored, plus stored in 
the yearly directory ;

Please let me know your comments and experience using these files and if 
any problems are detected so I can correct them as soon as possible.
