[IGSMAIL-7392] igs08_1927.atx: Update including reactivated GLONASS-M satellite R723

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1927.atx'. It contains the 
following changes:

1) According to the Information and Analysis Center for Positioning, 
Navigation and Timing (IAC), GLONASS-M satellite R723 replaced GLONASS-M 
satellite R737 in almanac slot 12. Therefore, the following satellite 
has been added:

2) According to the IGS tracking statistics provided by CODE 
(ftp://ftp.unibe.ch/aiub/igsdata/odata_gnss_day.txt), R737 stopped 
signal transmission on 21 November 2016 (DOY 326). Therefore, a 
decommission date for the following satellite has been added:

R12 (R737): 21 November 2016
