[IGSMAIL-7263] TGCV, MALD, SUVA, OWNG, PBR2: decommissioned from IGS

Dear Colleagues,

The following stations have been formally decommissioned from the IGS network.

TGCV - Cape Verde Tide Gauge        (data outage, station CPVG nearby)
MALD - Maldives Tide Gauge          (data outage for many years)
SUVA - Suva, Fiji                   (data outage for many years)
OWNG - Chatham Island, New Zealand  (see IGSMAIL-7197)
PBR2 - Port Blair, India            (see IGSMAIL-7254)
