[IGSMAIL-7245] SVN49 reactivated

SVN49, a GPS Block IIR-M satellite launched on 24 Mar 2009, has been
reacticated as PRN04. "All-in-view" tracking stations of the IGS
network have been receiving its signals since day 034 (03 Feb 2016):

Starting with our day 034 rapid and day 035 ultra-rapid orbit
submissions, the CODE GNSS orbit products include 56 satellites (31 GPS
plus 25 GLONASS).
