[IGSMAIL-7209] gfzrnx 1.0 released

Dear IGS Colleagues,

we would like to anounce the release version 1.00 of the "gfzrnx" RINEX-2/3 
toolbox.

For this release we have done these last slight changes:
- added support for highrate data (max. sampling rate 1 MHz, i.e. 1 ms sampling interval),
- added a header edit only feature (-hded),
- enhanced the header edit configuration capabilities,
- updated the manual.

Please see the changelog.txt and the updated manual for details.
