[IGSMAIL-7194] IGS Rapid products delayed week1871-3

Dear Colleagues,

The IGS Rapid products for wk1871-3 was delayed because of the GPS timescale process delays.  The combination process manually resumed and the products were submitted at 21:42 GMT today.
As far as I can tell, no other subsequent delay was detected.  Apologies for any inconvenience these delays have caused.
