[IGSMAIL-7164] igs08_1864.atx: Update including GALILEO-2 satellites E205 and E206

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1864.atx'. It contains the 
following changes:

1) The two GALILEO-2 satellites launched on 11 September 2015 have been 
added:

E24 (E205)
E30 (E206)

The following conventional phase center offset (PCO) values were assigned:

PCO_X =  15.0 cm
PCO_Y =   0.0 cm
PCO_Z = 100.0 cm

2) One robot calibration provided by GeoMax AG has been added:

3) One robot calibration provided by Topcon Positioning Systems Inc. has 
been added:
