[IGSMAIL-7140] Issue with wk1857-2 IGS Rapid combination

Dear Colleagues,

IGS Rapid combination for wk1857-2 is released with 10 minutes delay due to
unidentified issue with the GPS timescale correction.  Currently released
clock product (released at 1:11pm EDT) DO NOT includes GPS timescale
correction.  The corrected product will be released as soon as we fix the
issue.  Sorry for the inconvenience.
