[IGSMAIL-7095] GPS timescale issue in the Rapid combination 1844-4

Today's Rapid combination (igr18444.???) was automatically released without
GPS timescale alignment.  We are still investigating the root cause of the
problem.  We will recombine and resubmit the combination as soon as we find
and correct the issue, then another IGSMail will follow.  In the mean time,
the orbit and clock files will remain without the clock alignment in the
IGS data centers.
