[IGSMAIL-7073] New CNES real time products including Galileo

Dear colleagues,
thanks to the MGEX initiative, the use of several open source tools (BNC and RTKLIB) and real-time Galileo orbits graciously provided by DLR/TUM,
the CNES real-time analysis center now provides State Space Representation for Galileo.
These new products are available via the CLK93 stream. The estimated user range error for Galileo is 5-10 cm.

The CLK93 stream now contains the following RTCM messages:
GPS     Orbits, Clocks, Code biases  ( 5 sec): 1060, 1059
Glonass Orbits, Clocks, Code biases  ( 5 sec): 1066, 1065
Galileo Orbits, Clocks, Code biases  ( 5 sec): 1243, 1242
GPS phase biases for AR (L1, L2, L5) ( 5 sec): 1265
Ionosphere VTEC                      (60 sec): 1264
