[IGSMAIL-7059] MCIL: Redome change

Dear Colleagues,

We replaced the radome with "SCIS" at 10:00(UTC) on February 26th.
We resubmitted the MCIL daily data (doy:057-061).
The updated site log has been submitted to the IGS CB.
