[IGSMAIL-7054] Resubmission IGS GLONASS FINAL Combination: GPS weeks 1828, 1829, and 1830

Resubmission of Final GLONASS Combined Products for weeks 1828, 1829, and 1830.

The product files for week1828, 1829, and 1830 were replaced due to the issues
with the BRDC (broadcast ephemeris) files since DOY 021.  The AC products were
recombined using BKG's BRDC files and the issues were resolved.  One exception
was DOY 035 (wk1830_3), where I used IGN's BRDC due to file corruption of BKG
file.  During the sleuthing the issue was notified to CDDIS and the GLONASS
BRDC files since DOY 021 were regenerated and replaced.

The clock combination results were affected from week 1828 day 2 until
1830 day 6 due to replacing the broadcast ephemeris files.
