[IGSMAIL-7004] Degraded IGN DC accessibility

Dear Colleagues,

As you have probably noticed, we are experiencing a poor network availability quality since a few days of our IGS DC which is severely affecting post-processing as well as RT data flows and creating frequent and very degraded accessibility issues.

The defective communication device has been repaired (bandwidth limitation failure) yesterday evening, so coming back to a nominal service a few time after.

Sorry for the inconvenience that this very poor quality of service delivered to end users may have caused.
