[IGSMAIL-6935] CDDIS server problems

Heavy storms in the Washington D.C. area have caused power problems
at NASA GSFC. The CDDIS servers were shut down due to a lack of
chilled water for cooling in our computer facility. At this time we
are not sure how long the situation will last. We will restart our
servers as soon as we are able. We apologize for the problems our
outage is causing the community.
