[IGSMAIL-6900] CDDIS server problems

Unfortunately, the CDDIS has just experienced a server problem so 
access to the system has been interrupted. We regret the problems
this outage is causing the user community. During the outage, users 
can access one of the other data centers supporting the services:

IVS:  http://ivscc.gsfc.nasa.gov/about/org/components/dc-list.html
IDS:  http://ids-doris.org/data-products/info.html
