[IGSMAIL-6870] IGS Ultra-rapid and Rapid products delayed

Dear Colleagues,

Overnight, the IGS Ultra-rapid products for 1781_6_00 & 1781_6_06 
were delayed because of a bug in the ftp retrieval processes. The
bug was corrected and the products were submitted by 05:56 EST
today.

Subsequently, the IGS Ultra-rapid and Rapid products have been delayed
by a network outage at the offsite location hosting the ACC servers.
As far as I can tell, the outage has not yet been restored. I will
re-generate and submit the missing products as soon as possible.

Apologies for any inconvenience these delays have caused.
