[IGSMAIL-6869] New PRN30/SVN64 active

PRN30/SVN64, the fifth Block IIF satellite launched on day 052, is
active. "All-in-view" tracking stations of the IGS network have been
receiving its signals since day 056 (25 Feb 2014):

This PRN is already included in the analysis at CODE. Our IGS orbit
products thus will cover 56 satellites (32 GPS plus 24 GLONASS). G06,
G30, R18 are currently marked unusable.

Remark: R26 tracking data is provided just by one station (RAMO) and
therefore not considered for POD.
