[IGSMAIL-6815] IGSCB: server offline 17 AUG 2013

Dear IGS Colleagues,

The building housing the igscb server is scheduled for a power shutdown
on 17 August 2013 starting 06:00 to 18:00 PST. During this time all ftp, 
http,
and email services to http://igscb.jpl.nasa.gov will be unavailable.

When power is restored, all queued emails will be processed.

However, realtime caster http://rt.igs.org:2101 and it's website 
http://rts.igs.org
will remain online.
