[IGSMAIL-6768] Another unannounced power outage interrupts IGS products

Dear Colleagues,

The Naval Research Laboratory is experiencing another unannounced power
outage today. I do not know when power will be restored, but it is not
likely to come on for timely delivery of the IGS Rapid products.
