[IGSMAIL-6757] IGS Technical Report 2012 is available

Dear Colleagues,

I am glad to announce that the Technical Report 2012 is available at
ftp://igs.org/pub/resource/pubs/2012_techreport.pdf

With its availability only a few months into the new year we have a very 
up-to-date document describing the excellent work performed by the 
various IGS components, showing results, linking publications, and 
illustrating highlights. I thank all contributors for their effort and 
in particular Rolf Dach and Yoomin Jean from the Astronomical Institute 
of the University of Bern for their excellent work in compiling and 
editing the document!
