[IGSMAIL-6756] New IGS Guidelines published

Dear IGS Community,

Please be advised the new IGS Site Guidelines have been published. This 
is the first major rewrite from the old guidelines since 2007!

Some of the highlight include new procedures to preserve the time series 
as station experiences upgrades and a new section on real-time streaming 
stations.

A clarifications document has also been created to further assist in 
interpreting the Guidelines.
