[IGSMAIL-6661] Re: New GLONASS-743 activated (as R08)

Note that, physically, GLONASS 743 is still in orbital slot 2,  
although on activation it has been assigned almanac slot 8. GLONASS  
743 had to be assigned a previously unused frequency channel (-6) so  
it woud not interfere with GLONASS 742 in physical and almanac slot 4  
(antipodal to slot 8), using channel +6.
