[IGSMAIL-6660] New GLONASS-743 activated (as R08)

GLONASS-743, a GLONASS-M satellite of the triple satellite launch from
04 Nov 2011, has been activated (as R08). "All-in-view" tracking
stations of the IGS tracking network have been receiving its signals
since day 261 (17 Sep 2012):

GLONASS-743, R08, 2011-064C, frequency channel -6

is the replacement for

GLONASS-729, R08, 2007-067B, frequency channel +6.
