[IGSMAIL-6629] IGS Technical Report 2011 is available

Dear Colleagues,

I am very glad that we have again a Technical Report and that its 
availability can be announced just before our Workshop next week in 
Olsztyn, Poland. It is a must for a Service like the IGS to document its 
work and highlight it achievements in a publicly available annual 
technical document.

I like to thank all contributors for their valuable response following a 
quite tough time schedule. And I want in particular thank the AIUB group 
for their initiative and their effort spent to collect and compile the 
contributions and to make the report available so timely.
