[IGSMAIL-6628] IGS Technical Report 2011 is available

Dear colleagues,

We are happy to announce that the IGS Technical Report 2011 is available now at

     ftp://igs.org/pub/resource/pubs/2011_techreport.pdf

I think it is an important achievement for the IGS that we have again a
Technical Report (the last one was on 2003/2004). Most of the important
components of the IGS have contributed -- we see this as a positive feedback to
our initiative to reactivate the IGS technical report series.

It is also noticeable that this report is ready for publication less than two
months after the deadline (in the old series this interval was often more than
one year, or even more). This was only possible because most of the
contributions arrived within the (extended) deadline (see
http://www.igstr.aiub.unibe.ch/).

We want to take the opportunity to thank all the contributors for their effort
and for keeping the schedule.
