[IGSMAIL-6616] delay in IGU/IGV for 1695_0_00 and 1695_0_06 not caused by leap second

Dear Colleagues,

Delays in the ultra-rapid products overnight were caused by a logic error
in the ACC ftp retrieval processes, not the June 30 -> July 01 leap second.
The bug was corrected in time to cause only a short delay in the delivery
of the 06h products. We do not expect to have this problem in the future.

Apologies for any inconvenience these delays caused.
