[IGSMAIL-6608] 20 years since the start of the IGS Test Campaign!

Dear Colleagues,

Twenty years ago, on June 21, 1992, the IGS saw first light with the 
launch of the 1992 IGS Test Campaign. The Test Campaign -- organized by 
the so-called IGS Campaign Oversight Committee chaired by Gerhard 
Beutler and based on plans of the IGS Planning Committee led by Ivan I. 
Mueller -- was intended to operate during summer 1992 and to end on 
September 23, 1992. IGS activities did, however, never end since 21 June 
1992: Activities first continued on a best effort basis, the so-called 
IGS Pilot Service was subsequently launched in fall 1992, and official 
IGS activities started on January 1, 1994, as an IAG Service. The 
network grew from about 30 tracking stations in 1992 to more than 430 
today and from a handful of contributing institutions to a voluntary 
federation of more than 200 organisations. The IGS concept, demonstrated 
twenty years ago, proved to be successful beyond expectation. The IGS 
continues to be the undisputed source for highest accuracy GNSS data and 
products.
