[IGSMAIL-6581] R24+ GLONASS tracking (concerning R26)

Dear IGS colleagues,

GLONASS-801, the first GLONASS-K1 satellite, launched on February 26,
2011, has been reactivated on frequency channel -5. The designation of
this (25th active) GLONASS satellite is R26.

The reactivation of this GLONASS satellite may be seen as a first step
to expand the GLONASS constellation from 24 to 28 satellites (or
eventually more).

We hope that GNSS receivers of the IGS tracking network can be upgraded
asap in order to start to collect R24+ GLONASS data. According to
reports, corresponding firmware should be available for Javad receivers
at the moment.
