[IGSMAIL-6489] soliciting members for IGS Troposphere Working Group

Dear IGS Colleagues,

As the new chair of the IGS Troposphere Working Group, I've begun
re-assembling the WG.

The general goals of the WG will be to improve the accuracy and
usability of GNSS-based troposphere estimates. There are more-specific 
draft sub-goals that I'd be happy to discuss off-line.

Feel free to forward this invitation to other scientists/interested 
parties you might know, or to contact me with questions.

I don't yet know where and when the WG will meet, as its members are 
scattered across the globe. TBD!
