[IGSMAIL-6488] SOPAC planned maintenance downtime

Due to major system upgrades in our server room and on the Scripps campus,
SOPAC will have several separate maintenance windows this week, during
which access to some or all data will be unavailable.

The list below details the planned maintenance windows.  We will do our
best to restore services as quickly as possible in these periods.

Thursday, 11/3
* 5:05pm ~ 5:20 pm.  Streaming data will be unavailable in preparation for
server room maintenance.

Friday, 11/4
* 7:00am ~ 5:00 pm.  All servers EXCEPT streaming data will be unavailable
during installation of our new UPS system.  This includes web services and
ftp access to archive data.  Streaming data should remain available during
this window.

* 5:05 ~ 6:00 pm.  Streaming data will be unavailable while the realtime
servers are moved into the protection of the new UPS.


Saturday 11/5
* 5:30 ~ 8:30 am.  There will be no network access to any of our systems
due to replacement of network equipment serving the Scripps Institute
campus.
