[IGSMAIL-6437] New PRN01/SVN63 active

PRN01/SVN63, the second Block IIF satellite launched on day 197, is
active as of day 201 (20 Jul 2011). Corresponding observation data is
available from "all-in-view" tracking receivers:

This PRN is already included in the analysis scheme at CODE. Starting
with our day 201 rapid and day 202 12UT ultra-rapid orbit submission,
the CODE GNSS orbit products include 55 satellites (32 GPS plus 23
GLONASS).

The CODE AC Team
