[IGSMAIL-6428] Update: igs08_1644.atx: Update including decommissioning of SVN35/PRN01

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1644.atx'. It contains the
following changes:

1) In preparation for the launch of Block IIF-2
(http://www.spaceflightnow.com/delta/d355/status.html) Block IIA
satellite SVN35/PRN01 has been decommissioned. Therefore, the following
decommission date was added to the file:

G01 (G035): 12 July 2011

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2011046 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS *** On 12 JUL 2011, SVN35
discontinued transmitting L-Band.  PRN01 is available for future
satellite service.

2) At the request of the EPN Central Bureau the phase center corrections
for "ASH701946.3     SNOW" were copied to the following antenna type
that should be identical in construction:

ASH701946.2     SNOW

This antenna type is not in use within the IGS network, but installed at
the following EPN stations: BISK, MARJ and VACO. So far, the calibration
for the antenna without radome was applied. We apologize for any
inconvenience this update may cause.
